UNICEF Tanzania is planning to recruit an Education Specialist responsible to the post holder ensures timely implementation of equity related issues by:

Major Accountabilities

• Takes lead for EQUAL Programme on Life Skills and Care & Support for MVC by representing and actively participating in appropriate Government, UN, DPG, and NGO forums (including UNDAP Education meetings), working with key partners on all Life Skills and Care & Support for MVC related issues
• Knowledge management effectively promoted through drafting/finalizing key Education sectoral programme documents and the design and delivery of alternative education for school aged children and adolescents. Supports Chief of Education in key administrative functions, including coordinating the implementation, monitoring, planning and disbursement of EQUAL Programme funds, ensuring they are properly administered, liquidated and utilized in accordance with the AWP and PBAs, preparation and chairing of Section meetings when appropriate and representing the Programme with the Section Chief in the Programme Management Team meetings
• Co-ordinates draft inputs into key country documents, including the Situation Analysis, Annual Work Plan, Integrated Monitoring and Evaluation Plan, the Country Programme Document, Annual Review and Work plan, Joint Programme documentation, etc for final review by Programme Section Chief
• Enhances inter-sectoral collaboration with other Programmes, particularly Child Protection, Social Protection and the Children and AIDS on issues related to Life Skills, health, nutrition and hygiene and sanitation education; care & support for MVCs, and represents UNICEF at high level strategic group meetings on these issues, while working to ensure effective communication strategies in place to support Education and Care & Support for MVC
• Takes a lead role in ensuring that Life Skills and Care & Support for MVC data base is enhanced nationally and utilized for enhanced evidence based planning nationally, in Zanzibar and the focus districts, through overseeing the design and dissemination of appropriate studies and interacting with the Education Sector Management Information System initiative that the UN is supporting
Expected Qualification and Experience
Advanced University degree in Education or Social Science, preferably focused on Life Skills, health education and/or care and support issues. Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring and evaluation, in a related field
Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.

Job Summary

5. To Identify and introduce new business development products to meet the requirements of the evolving agricultural sector and delineate such products according to zones if necessary.
6. Assist in preparation of commercial models for contract farming and facilitating principle-aqent engagements with the ultimate aim of using PASS Credit Guarantee Funds (CGF).
7. Evaluate high value agriculture sub sectors and identify constraints that impede exploitation by farmers. Propose business development services that could be provided commercially to overcome the bottlenecks and utilize PASS CGF.
8. Foster value chain development relationships in all agricultural activities supported by PASS;
9. Supporting the MD in fostering strategic working relationships with agricultural projects and programs in the country;
10. Coaching and building the capacity of PASS staff.
11. Assisting the MD and other staff in preparing business reports, work plans and budgets; and
12. Performing any other assignments as may be assiqned by the Board of Trustees, the MD within the scope of PASS Trust 8usiness.
Key Qualifications and Experience
1. A business development specialist with good knowledge/experience in African agriculture and agribusiness development,
2. A good academic background, minimum Master's Degree in agricultural field, preferably in agricultural economics or any similar qualification
3. A minimum 7 years of which 5 should be at senior managerial position
4. Relevant experience in commercialization of agriculture particularly in sub-Saharan Africa region will be an added advantage.
Skills and Competencies
1. Must demonstrate experience in credit guarantee schemes and other financial or non-financial business development services required to accelerate investments in small and medium scale farming and agro enterprises.
2. Adequate experience in agricultural value chain interventions for enhancement of small/medium scale agricultural development.
3. Knowledge in agricultural financing and experience in facilitation of lending to smallholders including experience in negotiating with Banks
4. Should have hands on experience in business planning and project appraisal; familiarity and use of tools for agricultural and investment projects analysis is essential.
5. Must have good presentation skills-be familiar with Microsoft office applications, and be able to make presentations by using power point.
6. Excellent managerial and interpersonal-skills and ability to motivate and inspire a pool of professional staff.

7. Evaluate high value agriculture sub sectors and identify constraints that impede exploitation by farmers. Propose business development services that could be provided commercially to overcome the bottlenecks and utilize PASS CGF.
8. Foster value chain development relationships in all agricultural activities supported by PASS;
9. Supporting the MD in fostering strategic working relationships with agricultural projects and programs in the country;
10. Coaching and building the capacity of PASS staff.

Key Qualifications and Experience

Winrock International, in partnership with the Tanzania African Women leaders in Agriculture and Environment (TAWLAE) and the Tabora Development Fund Trust (TDFT), together implementing a four and a half years PROSPER program with the Government of Tanzania (GOT) and local communities to eliminate child labour in the tobacco growing areas of Urambo and Sikonge districts of Tanzania. PROSPER: aims to alleviate the social and economic forces that fuel child labour, strengthen local and national structures to achieve and sustain child free tobacco production in these districts, and ensure safe working conditions for children of legal working age.

POSITION TITLE: Monitoring & Evaluation (M&E) Officer for Promoting Sustainable Practices to Eradicate Child Labor in Tobacco (PROSPER) project
REPORTS TO: PROSPER Project Director
POSITION SUMMARY: The Monitoring and Evaluation (M&E) Officer is a Key Personnel position for the Promoting Sustainable Practices to Eradicate Child labor in Tobacco (PROSPER) project to combat exploitive child labor in Tanzania. The M&E Officer will oversee the implementation of the project's monitoring and evaluation strategies and requirements. The M&E Officer will be responsible for developing and maintaining and training teams in the Child labor Monitoring System (ClMS) and the project data base and for reporting on indicators and beneficiaries aligned with requirements for the quarterly and annual Technical Reports. In addition, the M&E Officer will coordinate with the Tanzanian government to build capacity in data management, so that all data can flow into the national mechanism for tracking and reporting on child labour in Tanzania.
Specific Responsibilities include but are not limited to:
• Maintain and report all children Withdrawn and Prevented from child labor for direct beneficiaries.
• Work with the project team to improve the current comprehensive monitoring and evaluation system including child monitoring and tracking.
• Train staff and project team in community based monitoring and data collection.
• Design or adapt current data collection instruments, schedules, analysis methods and applied technologies and utilize existing tools to be provided by the project as appropriate.
• Manage project data collected from communities, including the project database and/or the ClMS.
• Supervise data entry assistants.
• Establish and train Community Activists, community monitoring committees and government officials as data collectors.
• Liaise with external monitoring and evaluation teams for mid-term and final evaluations.
• Assist the Project Director in the country Child labor Monitoring System (ClMS) to harmonize the PROSPER data base with the ClMS and possible International labor Organization and Ministry of Education data bases
• Develop, conduct and/or supervise pre-and post-Awareness Raising assessments and periodic community surveys as relevant
• Other related M&E tasks as appropriate
Qualifications:
• At least four years progressively responsible experience in the monitoring and evaluation of international development projects in child labor, education and training or a related field. Related experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, and knowledge of reporting on child labor incidences.
•Experience training and building the monitoring and evaluation capacity of team members, partners, government stakeholders, school officials and community monitoring committees highly desired.
• Masters degree or equivalent in social sciences or specialized training/certification in monitoring and evaluation preferred.
• Fluency in English and one other local language required.

The duties of the Programme Officer consist of project management and administration of bilateral development cooperation programs between Finland and Tanzania:

As an active member of the Embassy's trade and development team, the Programme Officer will be also involved in searching and promoting new partnerships between Finland and Tanzania, including offering a "door opening service" for Finnish companies in natural resources and green growth sectors.
The Programme Officer will .contribute to the implementation of the Country Strategy of Finland in Tanzania and be expected to fulfill any other tasks assigned by the Head of Mission.
Minimum criteria:
The successful candidate should have a Master's degree in a relevant field such as economics, development studies, environment, forestry etc. He/she should have relevant working experience of at least two years either with development co-operation or international affairs related to Africa. Candidate must be fluent in both spoken and written English. The person should have excellent abilities to work in a multicultural team and good interpersonal skills.
Additional assets:

Regional Sales Agronomist
The Regional Sales Agronomists main focus area will be to develop fertilizer awareness through agronomy support in order to increase Yara sales and especially the OPP (Own Produced Products) within the Region. The positions will be based in the respective Regions, and will report to the Managing Director
Responsibilities
Promote the Yara product portfolio and Crop Nutrition approach
