1.0. JOB SUMMARY

Gas Metering and Measurement Technicians are responsible for:
· The management of all Plant and Pipeline Telemetry and Non-Telemetry

measurement data processes

· Establishing and Maintaining Measurement Standards at all fiscalisation points

· Ensuring accurate measurements of natural gas received, processed and sold


1.1. PRINCIPLE DUTIES AND RESPONSIBILITIES


· Manage telemetry and non-telemetry measurement data processes and analyze measurement data
· Ensure harmonization of Metering System Equipment and Testing Standards between the Seller and Buyer of Natural Gas at all fiscalisation points


· Participate in the Set-up and maintenance of metering facilities in Plant and Pipeline systems including develop and implement rigorous Inspection and Testing/Calibration Procedures
· Ensure the measured quantities and allocated volumes are accurate and comply with the established standards

1.2. QUALIFICATIONS AND EXPERIENCE

· FTC in Instrumentation/Mechanical/Electronics/Gas Engineering or related field
· A minimum of 3 years’ experience in natural gas pipelines operations and natural gas measurements
· Experience in the operation and maintenance of Gas Chromatographs for natural gas fiscalization measurements would be an asset
· Computer proficiency in Word, Excel, PowerPoint and MS Project Management, and experienced in the use of Metering and Measurement Software

Job Title 2: GAS PIPELINE CATHODIC PROTECTION ENGINEER (2 Posts) Location: Kinyerezi, Dar es Salaam

2.0. JOB SUMMARY


The Cathodic Engineer is responsible for:
· Maintaining the Cathodic Protection (CP) System for the Plant and Pipelines offshore

and onshore at design Potential to ensure proper protection of the gas transmission systems and distribution systems from external, internal and atmospheric corrosion


2.1 PRINCIPAL DUTIES AND RESPONSIBILITIES

· Maintain and update the Cathodic Protection system for offshore and onshore pipeline
· Develop and implement Condition-Based CP Field Inspection and Testing Program using PC systems ; utilize computer for data entry and tracking of the monitoring schedule
· Ensure routine readings of each rectifier are taken as per established Inspection

Schedule and used to develop a computerized CP database

· Ensure potential readings are analysed to identify trends, changes etc and implement corrective action is taken to restore CP integrity
· Develop and implement continuous CP System improvement Program; Make recommendations for the system improvement

3.0 JOB SUMMARY


The Pipeline Control Room Operatoris responsible for:

· Monitor Plant and Pipeline performance

3.1. PRINCIPAL DUTIES AND RESPONSIBILITIES

· Control and regulate the flow of gas in the pipeline at a control center

· Ensure flow parameters (volume, pressure, temperature) are continuously maintained at the required level

· Ensure timely delivery of contractual gas volumes to the customers; respond quickly to changes in the pipeline pressure to identify reasons and initiate the required corrective actions

4.0. JOB SUMMARY

The Shift Supervisor (Transmission/Distribution) is responsible for: Supervising a team of Control Room Operators while assisting the Manager and maintenance team with the daily operation of natural gas transmission and distribution pipelines and related facilities.


4.1. PRINCIPAL DUTIES AND RESPONSIBILITIES

· Provide strong, visible HSSE Leadership and develop HSSE commitment in every employee

· Manage all aspects of daily Pipeline Operations

5.0 JOB SUMMARY
Gas Plant Shift supervisor is responsible for:
· Supervising the shift tasks of Gas Plant Operators, Compressor and Instrument Air

Operators, Laboratory, and other personnel assigned to the plant by scheduling work, providing work direction, performance feedback and training.
· Executing applicable elements of Facility HSE Program to ensure Employee and

Facility Safety.

· Ensuring Operating personnel contribute at optimum levels to achieve Facility

Targets for Plant Operational Reliability


5.1 PRINCIPAL DUTIES AND RESPONSIBILITIES

· Supervise shift activities of Gas Plant Operators, Compressor and Instrument Air

Operators, Laboratory Services and Water Production and Treatment Section

· Supervise activities of Operators engaged in sampling and testing of natural gas and field-testing to determine specific gravity, vapor and hydrocarbon content, and other properties of gas; operate, control and maintain processing equipment at Field installations
· Work with engineering support group in development/verification of piping designs, Process Flow Diagrams (PFD’s) and Piping and Instrumentation Diagrams (P&IDs) for plant facility
· Work with company experts to maintain thorough knowledge and understanding of applicable Process Safety Management (PSM), Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and company

13.0 JOB SUMMARY

· Directly responsible for day-to-day Operations and Maintenance of the entire Power Plant, power supply for Natural Gas Processing Plant and ancillary Equipment Operations
· Directly responsible for day-to-day Maintenance of the entire Facility

· Monitor Power Generating Plant operating parameters and make adjustments to ensure 100% continuous availability of electrical power required for the Facility to achieve its Performance Targets
· Directly responsible for Employee and Power Generating Plant Safety, Operational Reliability, Preparation and Execution of Preventative Maintenance and Annual Maintenance Programs, Implementing Productivity and Operating System Improvements, Capital and Operating Budgets Preparation/Management


13.1 PRINCIPAL DUTIES AND ESSENTIAL JOB FUNCTIONS

· Ensure safe operation and maintenance of the power plant at the highest international safety standards and below environmental emission limits
· Assist in the preparation of the Facility’s Emergency Response (ER) Plan; support

Annual Emergency Response (ER) Drills

· Supervise and coordinate all activities associated with construction, maintenance and repair of electric power, lighting, and communication systems of buildings, factories, and transportation equipment
· Plan wiring and installation of equipment and fixtures, such as motors, generators, switches, circuit breakers, and fuse boxes, according to blueprints, schematic drawings, and sketches
· Manage the stock for emergency and planned maintenance spares for the Power

Generating Plant

· Supervise Power Plant operations, maintenance, repair and testing activities.


· Inspect wiring and fixtures for conformance to company specifications or local electrical codes, using test equipment, such as voltmeter and ohmmeter.
· Supervise the repair of complex electrical systems including 3 phase motors and controls, DC batteries, control circuits motors.
· Supervise work on high voltage equipment, electronic and pneumatic control systems.
· Develop and implement a Computerised Maintenance Management System (CMMS), and execute all Preventive Maintenance (PM) and major maintenance activities; develop and implement a Condition-Based Maintenance Program to support CMMS .
· Supervise daily Power Plant operations, maintenance, testing and repair, including daily logs, preventive maintenance tasks; Conduct condition-based equipment inspection, maintenance tasks, troubleshooting and diagnoses of plant equipment and systems.
13.2 QUALIFICATIONS AND EXPERIENCE


· Bachelor’s degree in Electrical Engineering. A Master’s Degree would be an asset

· Minimum of five (5) years’ Experience in Power Plant Operations and

Maintenance in a Process or Petrochemical Plant Environment

· Demonstrable/software skills including working knowledge of Microsoft Office

· Technically proficient with Electrical Wiring Diagrams and Electrical Engineering Drawings; strong technical bias in PLC applications, including configuration, Distributive Control Systems (DCS), SCADA design and Process Control
· Ability to work independently and as part of a team with a positive attitude and display Team-based interpersonal skills
· Excellent verbal and written communication skills

14.0 JOB SUMMARY

· Research, design, develop, or test electronic components and systems for commercial, industrial, military, or scientific use employing knowledge of electronic theory and materials properties
· Design electronic circuits and components for use in fields such as telecommunications, aerospace guidance and propulsion control, acoustics, or instruments and controls
· Supervise and manage all instrument and instrumentation activities throughout the

Facility

· Ensure overall efficient function of all instrumentation on all Facility equipment such as engines, electric motors, compressors, pumps, fired heaters, filtration equipment, heat exchangers, air coolers, cooling towers, pressure vessels, valves, pressure relief devices, and other specialty items
· Monitor performance of all instruments and instrumentation and make adjustments/interventions to ensure 100% continuous availability of alll equipment required for the Facility to achieve its Performance Targets
· Be responsible for the Safety of Direct Reports and the integrity of all instruments and instrumentation
· Assist in developing and manage approved Department Capital and Operating

Budgets

· Ensure all instrument maintenance work is conducted under HSE, OSHA and
Environmental Regulations


14.1 PRINCIPAL DUTIES AND ESSENTIAL JOB FUNCTIONS


· Responsible for selection, implementation, and maintenance of the instrument asset base to ensure that regulatory, production, and optimization objectives are met. instrument asset base includes all instrumentation, measurement, safety instrumented systems (SIS) and regulatory process control instruments
· Assist in implementing and maintaining reliability programs and processes; Defect elimination, Predictive/Preventive, Maintenance Plans, Criticality Analysis, SIS and associated metrics, Capital projects instrument reliability consultant , Process Hazards Analysis (PHA) / Layer Of Protection Analysis (LOPA) support
· Assist with training and development of operators, technicians, and engineers in order to improve skill-sets with respect to the instrument asset base, including the Safety Instrumented Systems (SIS).
· Assist and complete MOC’s, P&ID’s, PHA’s as they relate to Instrumentation.

· Supervise and coordinate activities of instrument technicians engaged in repairing, adjusting, and calibrating meters, gauges, and remote-control equipment of power- generating plant

· Supervise and coordinate activities of workers engaged in assembling electronic, electrical, mechanical, and electromechanical instruments, devices, subassemblies, and component parts: Reads work orders, production schedules, product specifications, and parts lists to determine work priorities and material requirements, such as fixtures, tools, supplies, and equipment
· Assist in developing and implementing a Computerized Maintenance Management System (CMMS), and execute all Preventive Maintenance (PM) and major maintenance activities; develop and implement a Condition-Based Instrument Maintenance Program to support CMMS

· (Instrument Engineer’s) Approved Financial Authorities


14.2 QUALIFICATIONS AND EXPERIENCE


· Bachelor’s degree in Instrument or Control Systems Engineering. A Master’s Degree would be an asset

15.0 JOB SUMMARY

· Be a detailed-oriented Engineer with significant experience in the energy industry
(oil and gas, refinery, mining, power plant)


· Have the ability to perform electrical design and engineering functions for pipeline mainline valve sites and compressor stations, gas plants/stations and metering facilities in accordance with applicable codes and standards.


15.1 PRINCIPAL DUTIES AND ESSENTIAL JOB FUNCTIONS

· Establish Facility HSE Metrics in compliance with OSHA and EPA Standards and

Champion the Facility’s Process Safety Management (PSM) Program

· Perform detailed design development including one-line diagrams, electrical schematics, power and lighting design, develop construction details, electrical equipment specifications, and perform electrical studies (coordination, short circuit, load flow and arc flash analysis),
· Provide design guidance to electrical designers and drafters in their assignments,

· Coordinate details and design criteria with other engineering disciplines,

· Prepare engineering reports, studies, calculations and check drawings for completeness and accuracy,
· Assist Lead Electrical Engineer with project electrical design duties such as monitor and advise Project Manager of design issues, concerns, and/or required changes, research suitable solutions and estimate cost and corresponding timeframe to complete,

Maintenance Department.

16.0 JOB SUMMARY

This position is for Pipeline transmission and distribution systems and requires a detailed oriented Engineer with significant experience in the oil and gas industry. Must have the ability to perform engineering and design functions for typical and complex pipeline pumping and compressor stations, mainline valve sites and gas plants and metering facilities in accordance with the applicable international standards and codes. Responsible for making sure machinery and equipment for the pipeline runs smoothly


16.1 PRINCIPAL DUTIES AND ESSENTIAL JOB FUNCTIONS

· Provide strong, visible HSE Leadership and develop HSE commitment in every employee

· Takes a lead role in the development of skills and competencies of gas systems operations, undertakes formal competency assessments, performance appraisals, promotes open knowledge sharing, undertakes on the job training/coaching on new operating procedures and equipment, etc.

· Establish Facility HSE Metrics in compliance with OSHA and EPA Standards and champion the Facility’s Process Safety Management (PSM) Program
· Provide design and mechanical engineering for multiple projects

· Prepare sketches and perform calculations for mechanical equipment and/or detailed segment of a project
· Prepare engineering reports, studies, calculations and check drawings for completeness and accuracy
· Oversee development of pipeline project designs, cost estimates and project management. Provide executive level input on pipeline project feasibility.
· Evaluate vendor’s technical bids and recommendations.

· Review vendor drawings for assigned segment of project

· Participate in design reviews, risk assessments, HAZOPs and vendor bid evaluations.


· To manage, oversee and provide technical support of integrity management employees and issues. This task includes support of Internal Corrosion Direct Assessment (ICDA) and External Corrosion Direct Assessment (ECDA) , Stress Corrosion Cracking DA (SCC DA) programs, threat assessment, risk and consequence evaluation, review of assessment results and evaluation of remedial measures
· Carrying out quality inspection

· Responding immediately to equipment breakdown

· Fixing faults or arranging for replacement to be installed

· Organise both unplanned and planned maintenance



16.2 QUALIFICATIONS AND EXPERIENCE

· 5 years minimum of engineering experience in Energy Industry: Oil & Gas, Manufacturing industry, Process industry or Refinery,
· B.Sc. degree in Mechanical Engineering with Metallurgical or Materials Engineering focus or equivalent,
· Strong written, verbal, analytical and interpersonal skills
